The Control Tower Fallacy: Why Visibility Isn't Governance in Higher Ed AI

Most universities can now see what their AI agents are doing: usage dashboards, activity logs, adoption metrics. But visibility isn't the same as control. In this session, Vivian Nguyen unpacks the "control tower fallacy," the assumption that watching AI activity is enough to govern it, and makes the case for why higher ed institutions need an AI control plane: a layer that can actually enforce policy, manage access, and intervene in real time across every system an agent touches. Drawing on lessons from government and enterprise deployments, this session is for IT and governance leaders who are past the pilot stage and need a defensible answer to "how do we actually govern this?"
